Guo Ningning was born in July 1970. He was born in Shenyang, Liaoning. He graduated from Tsinghua University undergraduate and later obtained a PhD in economics at Tsinghua University.She has worked in the banking system for more than 20 years. She has successively served as Deputy President of the Jiangsu Branch of the Bank of China, the president of the Hong Kong Branch of the Bank of China, the president of the Singapore Branch of the Bank of China, and the executive director, vice president, and party committee member of the Agricultural Bank of China.

In October 2018, Guo Ningning was transferred to a member of the party group of the Fujian Provincial Government and was appointed as the Deputy Governor of Fujian Province in November.In October 2021, Guo Ningning ranked among the Standing Committee of the Fujian Provincial Party Committee and became the first member of the "post -70s" female provincial party committee member of China.
