Chen Mingbo has previously served as a member of the Standing Committee of the Chongqing Municipal Party Committee, executive deputy mayor of the municipal government, and deputy secretary of the party group.

Public information shows that Chen Mingbo, born in November 1968, was a people from Fenghua, Zhejiang. He has worked in Shanghai for nearly 30 years.For the duties, in 2014, he served as the deputy head of the Pudong New District of Shanghai, the secretary of the party group and executive deputy director of the Municipal Lingang District Development and Construction Management Committee, and the deputy secretary and director of the Party Committee of the Shanghai Economic and Information Chemical Industry Committee in 2016.
