Since Russia launched an attack on Ukraine in 2022, Russia and Ukraine tried several times to negotiate peaceful negotiations several times, and ended in failure or fetal death.Recently, after the United States once again signed a 10 -year security agreement with Ukraine after passing the Ukrainian military assistance bill to provide military and training assistance for it.At the same time, the Seventh Kingdom Group (G7) promised to fulfill the interest generated by the frozen Russian sovereign assets and loans to Ukraine to maintain the local government's expenditures, but the sovereignty of this interest is still controversial.To this end, when Russian President Putin met with senior Russian Ministry of Foreign Affairs officials on June 14, he once again expressed his willingness to conduct peaceful negotiations with Ukraine, decisively resolved the differences between Russia and Ukraine, and permanently ended special military operations in Ukraine.

The Russian and Ukraine War ended through peace talks. Can it be just around the corner?

The author believes that the differences between Russia and Ukraine are still very large. The two sides still have the strength to continue combat, and the investment in Russia and Ukraine and third -party resources is inconsistent with the current expected return.Therefore, there is no room for peace talks between the two countries.

At the same time, the experience of the end of the past war also pointed out that even in the case of the military strength balance, the peaceful negotiations still face the commitment of one or more parties to violate the agreement.The disadvantaged side can also make a comeback and challenge again.As Clausewitz mentioned in the theory of war: "After occupying the enemy's country or signing the Peace Treaty, war fire can still be reinstated due to internal or allies."In this regard, Makia Veli explained in Li Wei's book: "The commitment to violate the force due to force is not shameless."In the absence of any trust in each other, the peace talks will not produce substantial results.

Before the war in Russia, Putin has repeatedly stated that the past and Ukraine's previous outburst, Ukraine's repeated violations of their constitutions and the agreement signed with Russia are Russia's reason for Ukraine and the West.Recently, the loan unanimously promised by the G7 countries has been characterized by Putin as "the legalization of theft of Russia's sovereign property", which has deepened Russia's hostility and distrust of Ukraine and the West.Therefore, Putin once again reiterated that Ukraine should maintain neutrality, alliance, nuclear, and Naziization. According to the number of arms reserve agreed in the negotiations of Istanbul in 2022, non -militaryization was performed.Before the G7 Summit and the Ukraine Peak Summit, which was not invited in Russia, Putin proposed that the prerequisite for peaceful talks than before, that is, the Ukraine army required the Ukrainian army to fully withdraw from Donetsk and Lugusk, as well as Hermuson and Zhaza.Polish area.

From the position of Ukraine, Putin's request infringed in Ukraine's sovereignty and territorial integrity.Russia does not have the right to interfere with national policies of other countries. In addition to the G7 countries, the funds that have unanimously promised to loans to Ukraine are battery life for Ukraine.Together.Therefore, in addition to maintaining sovereignty and territorial integrity, Ukraine must also face up to the wishes of NATO and G7 countries and incorporate them into the consideration of the end of the war.

After the G7 Summit and the Ukraine Peace Summit, Putin released a peace talk signal before the G7 summit, mainly with two goals.First, it is a strong response to NATO and G7 countries to assist Ukraine.Secondly, in the case of Ukraine's rejection of peace talks, I was sitting in Ukraine and partners to "destroy peace".However, at this time, an open diplomatic attitude towards Ukraine will be misunderstood as a weak signal by Ukraine, NATO, and G7 countries, and causes Ukraine and partners to adjust its strategy to increase the cost of war in Russia.

Although the possibility of ending war through peace talks in the short term is very small, it does not mean that the two countries should not dialogue through other channels, seek to solve the path of differences between the two countries, and pave the way for the end of the war.At the same time, NATO and G7 countries have the obligation to maintain world peace in addition to Ukraine, and they should guide and support Russia and Ukraine dialogue.After all, the "communication" during the war is not limited to the healing and public accusations on the battlefield.
