On January 18, the Standing Committee of the 14th People's Congress of Heilongjiang Province issued an announcement.

Announcement mentioned that Sun Yan, representative of the 14th People's Congress of Heilongjiang Province selected by Suihua City, was suspected of serious disciplinary violations.

Sun Biao has worked in the water conservancy system for a long time, and has successively served as the party secretary of the Heilongjiang Provincial Guiden Tender Engineering Management Office, the director of the Provincial Tender Engineering Construction Management Bureau, Secretary of the Party Committee (Deputy Hall), Secretary of the Provincial Water Conservancy, Hydropower Survey and Design and Research Institute,Director of Sanjiang Engineering Construction Administration and other positions.

In 2016, Sun Yan served as deputy director and member of the party group of Heilongjiang Province. Since then, he has served as member of the Standing Committee and Deputy Mayor of Heihe Municipal Party Committee, Deputy Secretary of the Suihua Municipal Party Committee, and the president of the Party School of the Municipal Party Committee. In 2021, he was the mayor of Suihua.

On January 2, 2024, the 17th meeting of the 5th Standing Committee of the People's Congress of Suihua City passed the "Decision of the Suihua Municipal People's Congress Standing Committee on Accepting Sun Jian's resignation":

In view of the changes in the work of Sun Yan, I have submitted an application for resignation. According to the local people's congresses at all levels of the People's Republic of China and the local people's governments at all levels, the 17th meeting of the 5th Standing Committee of Suihua CityDecided, accepting Sun Jiao's request to resign from the mayor of the Suihua Municipal People's Government.

On January 3rd, the "institutional leadership" section of the Heilongjiang Provincial Water Resources Department's website showed that Sun Biao, who had previously served as the mayor of Suihua, Heilongjiang, has served as a first -level inspector in the Heilongjiang Water Resources Department.

At present, the website of the Heilongjiang Provincial Department of Water Conservancy has been deleted.
