(Washington Composite Electric) The United States will revise the export control measures for advanced chip exports to China announced in October last year in order to block the vulnerabilities and prevent American chip manufacturers from selling products to Chinese restrictions on government restrictions to China.
Anonymous U.S. officials said that the new regulations will prevent some artificial intelligence (AI) chips (Chinese chip) exports that are just in line with the current technical parameters, and it is required to report the shipments of other chips.
U.S. officials refused to disclose which chips will be banned, but sources said that the H800 of Nvidia is one of the chips that the US government wants to ban.
Last year, the government's restrictions made Nvidia unable to provide Chinese customers with two most advanced AI chips. These chips have become industry standards for developing chat robots and other AI systems.
But Nvidia quickly released a new version of the chip for the Chinese market. These versions are not complicated and bypass the US export control. However, under certain settings used in AI work, one of the H800 chips has the same computing capabilities that have more powerful H100 chips with Nvidia.
Anonymous officials said that chips for consumer products such as laptops will not be restricted by new restrictions. However, when receiving the most powerful consumer chip order, companies need to notify the Ministry of Commerce to ensure that their usage will not threaten national security.
The updated rules will also control AI chips according to the development of technology. The official said that the government would ask the enterprise to notify the government before being transported to China with a slightly lower performance than the guideline. The government will decide whether they constitute a national security risk based on specific circumstances, but unless the chip manufacturer receives a ban, these chips can still be exported.
Biden government will also include Chinese chip design companies in a trade restriction list, asking overseas manufacturers to obtain US licenses to supply order, and at the same time strengthen Chinese companies that try to avoid export restrictions and transport products through other countries.
The person familiar with the matter said that the new regulations are expected to be announced this week, but it may be delayed.
