As for the basic beliefs of political neutrality, all civil servants support the "one country, two systems", maintaining national security, fully assisting the administrative officials to effective administration, and supporting the policy stance of the Hong Kong Special Administrative Region Government.The political neutrality of civil servants must be based on loyal countries and the Hong Kong Special Administrative Region.Civil servants must not selectively refuse, procrastinate, or passively implement their government policies that they may not agree with because of their own political opinions, or cause others to adopt an unbelievable or hostile attitude towards the government in any other way.
