China Development and Reform Commission: Special Treasury Projects Avoid the Performan

According to the China Development and Reform Commission, China ’s newly issued special government bond funds will be managed according to the project. The project itself must accurately focus on reconstruction and improve disaster prevention and relief capabilities after the disaster, and resolutely avoid building halls and political projects.

China announced the addition of 1 trillion (RMB, S $ 187 billion) special Treasury on Tuesday.The State Council of China held a press conference on Wednesday (October 25) to introduce the increasing situation of the issuance of government bonds and answered reporters.

Zhang Shixin, Secretary -General of the China Development and Reform Commission, introduced at the meeting that the additional issuance of government bonds was used to accelerate the reconstruction of post -disaster recovery and enhance disaster prevention and relief capabilities.In order to promote the accuracy and effective use of funds, all the funds for the issuance of national bonds this time are managed by the project.

Zhang Shixin said that the Development and Reform Commission organized a good project screening, relying on the reporting of a number of projects that meet the investment areas, mature work, and good economic and social benefits.

Regarding the content of the project construction, Luo Guoan, director of the Fixed Asset Investment Department of the Development and Reform Commission, said that the main construction content of the project should accurately focus on reconstruction and improve disaster prevention and relief capabilities.

Luo Guosan said that it will give priority to projects with urgent construction demand and obvious investment effects, and resolutely avoid arranging general competitive industrial projects, building halls, image projects, and performance projects.

Luo Guosan pointed out that the project under construction is required to complete the procedures.For new start -up projects, the preliminary research and demonstrations are required to have a sufficient and solid early work foundation, and the construction can be started as soon as possible. In particular, some urgent need for projects can be completed and put into use before the flood season next year.For major projects with complicated work in the early stage, construction will not be started in principle at the end of June next year.
