Entering 2019, China and Russia are further approaching military.On July 23, the Chinese and Russian bombers conducted the first combination of air patrols in the Japanese maritime. After that, the Chinese People's Liberation Army also participated in a military exercise called centered on the central Russian Central Theater in September;It is helping China to develop a ballistic missile early warning system.It can be seen that Sino -Russian military cooperation is involving strategies.
In view of the rapid rise of China's politics, economy, and military fields, it is normal for China to increase the sense of existence for Russia, which has a border of 4,000 kilometers from China.If considering that after 2014, due to economic sanctions from the West, Russia's energy development and weapons exports are restricted, and the approaching of the two countries can also be understood.In the Russian Federal Federal National Security Strategy announced in 2015, Russia has positioned relations with China as the basis of stability of the world and region, which can be imagined that Russia will move closer to China.
However, China and Russia are in fact far exceeding many predictions of Russian experts.In terms of security, China and Russia in order to avoid being involved in the disputes that they are not very concerned, such as the Taiwan issue for Russia and the Ukrainian issue for China.The issue of alliance relations.
However, the 2014 China -Russia Maritime United 2014 military exercises were held in the East China Sea, and the following year the Chinese fleet visited the Black Sea; in 2016, the Sea United Union 2016 was held in the South China Sea in 2016.The verdict can be seen that in the treatment of Sino -Russian relations, the previous views must be changed to a certain extent.

One of the main reasons that prompting China and Russia to approach are derived from the deterioration of China and Russia's relations with the United States.In other words, due to the emergence of common enemies, the opportunity to hold a group.Therefore, if the United States finds a certain exit in the Ukraine issue and the US -China trade friction, it can predict that China and Russia will have brakes.
However, in the 2018 National Security Strategy (NDS), the United States clearly states that the competition with China -Russia relations is a great country.This is the strategic policy of focusing on the changes in international power balance. Even if individual problems are resolved, the impact is limited.
In addition, China and Russia are all countries in Eurasia. They jointly have a state view that requires an authoritative political system to maintain and operate such a large territory.In addition, even though Russia does not welcome China ’s ideas, the idea does not intend to promote the democratization of the authoritarian system of the former Soviet Union. At this point, China’ s entry into these countries is also within the allowable range of Russia.
On the other hand, the United States, who wants to promote free democracy, is an enemy who is trying to subvert the country and friendly state system in China and Russia.At the level of the state view, China and Russia have unimaginable huge gaps with the United States. Therefore, the current Sino -Russian relations and the United States relations between the two countries are not formed overnight.
