Zhang Jingyu, chairman of the former MAC and the current chairman of the China Cross -Strait Economic and Trade Culture Education Association, has recently said a speech with the theme of promoting the feasibility of the Cross -Strait Peace Development Experimental Zone.In the overall situation, cross -strait folk should be committed to building a framework for promoting communication and integration, alleviating the confrontation between the two sides of the strait, and actively promoting the friendship, cooperation, and integration of both sides of the strait.Subsequently, the Cold War came, from hostile to stalemate, cold and peaceful, Golden Gate was no longer a strategic island for the cross -strait war against each other, but the most important transshipment stations and buffers of the small three -way and peaceful exchanges on both sides of the strait.Therefore, it is necessary to propose the establishment of a cross -strait peaceful development experimental area.
The focus of the 2019 Peace Development Forum is to explore dozens of experts and scholars in the three places of cross -strait three places such as Kinmen County Mayor Yang Zhenzhen and legislator Chen Yuzhen, which are the feasibility zones.
As early as 2006, Li Yan, the chief of Kinmen County, proposed to establish Jinmen into one country, two systems, and the establishment of Jinxia and Heping Special Economic Zone with Xiamen.Kinmen can conduct local trials of one country, two systems, and build into a mainland coastal special zone island with the background of Taiwan's legal system.In 2009, Li Xun was re -proposed to build the Golden Xia Xia Pilot Zone again before he stepped down, and less discussed and one country, two systems.Zhou Zhihuai, former director of the Taiwan Institute of Social Sciences in April 2019, also proposed that in the two systems of Taiwan, the Golden Horse two -system scheme can be conducted first.
Mainland authorities proposed peaceful unification and two systems, but the Taiwan and the country opposed one country, two systems.Therefore, to promote the conception of cross -strait peaceful development experimental zone, replace the Golden Horse two -system solutions first trial and first, it is more feasible, and it is also in line with about 80 % of Taiwan's public opinion that it is temporarily unable to accept one country, two systems, but in favor of the proposition of maintaining the status quo.
The Golden Chard and Peace Development Experimental Zone and the Golden Horse plan first tried their common parts and different places.The concepts of the two cases are constructed in both sides from the same nationalism, and they are both Chinese children. They should be dedicated to integration and development to create a prosperous, harmonious and beautiful prospect.At the same time, based on the creation of a common living circle, although Jinxia is divided into cross -strait authorities, Xiamen has become an international city, and Kinmen can become a subsequent garden.
Xi Five puts for the best of the two sides of the strait to improve the smoothness of economic and trade cooperation, infrastructure Unicom, energy resources interoperability, and industry standards. It can take the lead in the first place in Kinmen, Matsu and Fujian's coastal areas to pass water, power, ventilation, and bridge.It is necessary to promote cross -strait cultural education, medical and health cooperation, social security and public resources sharing, and support the equalization, inclusiveness and convenience of basic public services in the region of the region of the region.This covers the seniority (economic and trade cooperation, infrastructure, energy resources, industry standards) and Xiaosi Tong (Water Electric Power Bridge), in order to strengthen the integration and development of cross -strait and achieve the goal of integrating the integration.
In fact, the pre -trial area of the two -system Taiwan plan is undoubtedly huge.However, the use of Kinmen as a cross -strait peaceful development experimental zone, which not only meets the needs and recognition of the people of Kenmen, but also conforms to the concept of integration of cross -strait and peaceful unity of the mainland authorities.If cross -strait can jointly cooperate to establish a peaceful development experimental zone, it will produce unparalleled special significance and demonstration learning effect on the peaceful stability and global governance of cross -strait relations.
