The Hong Kong High Court issued a ruling on Friday and rejected the above two judicial review applications.According to the verdict, according to the National Security Law, the Hong Kong court has no judicial jurisdiction over the Hong Kong Maintenance of the National Security Council (the National Security Commission), and the decision of the National Security Commission is not subject to judicial review. Therefore, the court must refuse the application for permission.

After the Standing Committee of the National People's Congress was released at the end of last year, whether the National Security Law case could hire overseas lawyers, it could eventually be determined by the Hong Kong Chief Executive, but the court had to be proposed first; if the court did not propose, the National Security Commission would make a decision.

The National Security Commission believes that Li Zhiying hired Owen to constitute the risk of Guoan and violate the interests of the country, and suggested that the Entry Department refuses to apply for a visa for work in Hong Kong.
