He served as deputy director of the Guangdong Highway Administration, chief engineer of the Provincial Department of Transportation, General Manager of Provincial Transportation Group, and Provincial Director of Transportation.In 2011, He Zhongyou served as Secretary of the Heyuan Municipal Party Committee.
