Cao Lubao was transferred to the deputy secretary of the Nanjing District Party Committee and the head of the agent in 2010, and later served as the district head, and was appointed as the head of the Gulou District of Nanjing in 2013.
In 2015, Cao Lubao returned to Qinhuai District as the secretary of the district committee, and later served as the director of the development and construction management committee of the new city of Nanjing.
