Because of worrying about North Korea's restoration of nuclear tests in the next few weeks, the Security Council held an emergency meeting on Wednesday to discuss it.The U.S. Ambassador to the United Nations Greenfield rejected a draft resolution proposed by China and Russia; this resolution aims to lift sanctions on North Korea in 2017.

She pointed out that "two members of the Security Council" believe that the Security Council's restraint will encourage North Korea to "stop making the situation upgrade and return to the negotiating table."
