The Philippine Foreign Minister Manlow said on Wednesday (March 29), a local online media GMA, said: "China proposes to restore oil and gas talks. We may start after about six weeks, but only at the technical level."
China and the Philippines for decades have been competing for the right to develop the natural resources of the South China Sea.In 2016, the International Arbitration Tribunal judged that China had no legal basis for sovereignty's sovereignty in the South China Sea, but Beijing insisted on not participating and accepting this lawsuit from beginning to end.The risk of interruption of development work makes it difficult for the Philippines to find foreign investors to explore the seas where the sovereignty is controversial.
China and Philippines have repeatedly paused in promoting energy exploration cooperation.In June last year, the then Philippine President Duterte government abandoned negotiations on the grounds of constitutional restrictions and sovereignty issues.In January of this year, the Supreme Court of the Philippines announced that the Filipino National Petroleum Corporation, China Ocean Petroleum Corporation and Vietnam Petroleum and Gas Company reached in 2005 were invalid.The court ruled that the agreement was illegal because the Constitution stipulated that the Philippine government must control and supervise the exploration activities, and the companies involved must be owned by the Philippines.
Manaro said: "In any oil and gas negotiations, the Philippines' position has always been based on the constitutional requirements. In the next round of negotiations, we will do this."
It is unclear what exploration location will be discussed this time.Earlier this year, Chinese officials told the Philippines President Markis that China is willing to resume negotiations in the exploration issues in the seas of sovereign disputes.
