(Morning News) The Russian Cremlin Palace emphasized on Tuesday (October 4) that if Ukraine excludes the possibility of negotiating with Russia, Russia's special military operations in Ukraine will not end.

According to Reuters, the Kremlin spokesman Peskov told reporters: "We either wait for the current president to change his position, or wait for the next president to change his position for the interests of the Ukrainian people."

Peskov also said that Russia and Ukraine need to start negotiations.

Ukrainian President Zelei signed a decree on the same day, officially announced that it is impossible for Ukraine and Russian President Putin to negotiate, but they are still willing to talk to Russia.
