Zeng Guowei, director of the Hong Kong Political Affairs and Mainland Affairs Bureau, said that the district council election is regarded as part of the democratic process of the SAR, which completely interprets the original meaning of the Basic Law.

According to Sing Tao Daily, the Hong Kong Legislative Council Research District Council Reform Group Committee committee held a meeting for the first time on Friday (May 12).

Zeng Guowei said at the meeting that recently there has been a opinion on the positioning of the district council, reflecting the inaccurate understanding of the Basic Law.The Basic Law does not mention that the regional governance organization must be composed of the election, nor does it explain the plan for the formal council, and there is no even the word "district council".It must be completely different from the election.

Zeng Guowei said that this means that the district council must not be generated by the election, let alone be elected by the general election. Therefore, any statement about democratic ingredients, even the district council as part of the democratic process of the SAR, is completely interpreted. The original meaning of the basic law belongs to the concept of stealing.

The reform plan of the Hong Kong District Council was announced on May 2 that the new district council will be generated by appointment, inter -selection, and direct election mixed mode, and the total number of direct seats will be greatly reduced to 88 seats.
