Public resumes show that Zhang Xiaolian was born in April 1964. He was born in Liangshan, Shandong. He graduated from Beijing University of Political Economics and Ph.D. in economics.
He was the mayor of Fangshan District, Beijing.In 2005, Zhang Xiaolian left Beijing and was transferred to the assistant governor of Heilongjiang Province and secretary of the Party Committee of Heilongjiang Mori State Administration of Industry.The following year, he was transferred to the Secretary of the Mudanjiang Municipal Party Committee.
Three months after the post of the Secretary of the Mudanjiang Municipal Party Committee, in January 2007, Zhang Xiaolian was transferred to the deputy secretary of the Harbin Municipal Party Committee and the mayor of Harbin the following month.
Three years after the mayor of Harbin, in 2010, Zhang Xiaolian served as member of the Standing Committee of Heilongjiang Provincial Party Committee and Minister of Propaganda Department.
In 2018, he was transferred to the National Committee of the Chinese People's Political Consultative Conference and stepped down in 2023.
