According to the public resume, Gong Hui was born in August 1968. He graduated from Tibet University in 1990. He has served as deputy director and director of the Office of the Financial and Economic Committee of the Lhasa Municipal People's Congress, deputy secretary of the Mozhu Gongka County Party Committee, and deputy secretary of the Dragon Deqing County Party Committee.
