The official said that the Chinese Ministry of Foreign Affairs and the State Forestry and Grassland Bureau participated in the initial discussion of the research project, but eventually refused to join on the grounds that they were not within its authority.The official also said that the project party was still discussing with China, but did not explain which Chinese department.

Officials also said that China is unwilling to participate in the investigation project, allowing global scientists who have been asking Beijing to share the source of crown diseases to be frustrated again.
