Traditionally, it is designed based on the principles of sovereignty and sacred sovereignty, which is based on sovereignty, and is designed to protect the health of the people.But it is strongly compared with this principle: the virus has no motherland.

The rapid flow of viruses without the motherland to dozens of countries in the world has made domestic / international, territorial / non -territory, domestic / overseas divisions gradually blurred. In order to effectively prevent these emerging infectious diseases, the sovereign state must be forced to govern cross -domain.Transnational governance.
However, the issue of sovereignty is the most sensitive nerve of the DPP government.The primary consideration of the formulars of the Taiwan epidemic prevention policy is still the principles of sovereignty, not the principle of cross -domain governance cooperation formed by the virus of the motherland.Under the traditional principles of sovereignty, many of the policies that caused widespread social controversy in society are released: taking closure measures for land and mainland tourists, charter planes that put on hold back to Wuhan Taiwan compatriots, medical staff to go abroad to China, Hong Kong and Macao, etc.These policies ignore the rapid flow of emerging infectious diseases. It has long been breaking through the reality of domestic / international, territorial / non -territory, and domestic / overseas divisions. Therefore, it is increasing in Taiwan ’s society, but it lacks the effect of epidemic prevention.
In the history of public health, the organization, policies and laws of the public health system have always advanced with the times, as well as the prevention policies and measures.Since the globalization of emerging infectious diseases has subverted the concept and construction of the traditional sovereign state, the policies and measures for preventing and controlling the new crown virus should also accept the challenge of the new crown virus of the motherland, and move towards the new path of cross -domain governance and cross -domain cooperation.
