A person familiar with the matter revealed that Li Shangfu, a Chinese State Commissioner and Defense Director, suddenly delayed his meeting with Vietnamese defense officials last week.

According to Reuters on Thursday (September 14), three people familiar with the matter reported that Li Shangfu was scheduled to participate in the annual defense cooperation annual meeting hosted by Vietnam from September 7th to 8th from September 7th to 8th.However, as Beijing informed Vietnam a few days before the meeting, Li Shangfu had a "health status" and delayed his meeting with Vietnamese officials.
