According to Reuters, the recruitment activity is under a plan called "Qiming".The predecessor of the "Qiming" plan is the "Overseas High -level Talent Introduction Program", commonly known as the "Thousan Talents Plan".

Reuters has more than 500 Chinese government documents and through three people familiar with the matter to find that during the investigation of scientists in the United States, China stopped promoting the "Thousand Talents Plan".This plan has been restored to fulfill the technical level of national technology and realizes self -sufficiency in the semiconductor field.

The "Thousand Talents Plan" is a plan launched by China in 2008. Focusing on China's strategic goals, it focuses on the introduction of high -level talents for studying and work overseas.It is reported that in the 10 years from 2008 to 2018, China has recruited elite scientists who have received foreign training through this strong plan.Washington believes that the plan pages a threat to US interests and technical hegemony.

"Qiming Plan" recruits talents from the science and technology field, including "sensitive" or "confidential" fields such as semiconductors.Different from the "Thousand Talents Plan", it does not announce the winners and does not appear on the central government website.Sources told Reuters that it reflected its sensitivity.

Three people familiar with the matter revealed that the benefits provided after the reform include the subsidy of house purchase and the typical 3 million to 5 million yuan (560,000 to 930,000 yuan) signing bonus.

Reuters said that thousands of experts have made an application, but it is impossible to determine how many people have been hired.

This move happened in the background of the US chip industry's export restrictions on the Chinese chip industry and accused China of stealing intellectual property and technology.
