According to Changchun Daily, on June 9, the Tenth Meeting of the Standing Committee of the 16th People's Congress of Changchun City, Jilin Province held the tenth meeting.The second plenary meeting approved the proposal about Lin Haifeng, and decided to appoint Lin Haifeng as the deputy mayor of Changchun and the director of the Municipal Public Security Bureau.

According to public resumes, Lin Haifeng was born in March 1969 , a university degree of the Provincial Party School, a member of the Communist Party of China. Working at the Jilin Provincial Public Security Department in the early days, he has served as the captain of the Expressway Detachment of the Traffic Police Corps, Deputy Director of the Transportation Management Bureau of Jilin Provincial Public Security Department, and Director of the Expressway Public Security Bureau .

In 2018, Lin Haifeng was transferred to the Deputy Mayor of Baicheng and the director of the Municipal Public Security Bureau.
