With the approval of the Central Committee of the Communist Party of China, Liao Guoxun served as Deputy Secretary of the Shanghai Municipal Party Committee.

According to Shangguan News, public information shows that after graduating from the Department of Chemistry of Guiyang Teachers College in 1983, Liao Guoxun had worked in Guizhou Province for a long time. From July 2012 to April 2015, he served as Secretary -General of the Guizhou Provincial Party Committee.

In 2012, Liao Guoxun served as a member of the Guizhou Provincial Party Committee and Secretary -General for three years.In April 2015, Liao Guoxun adjusted across provinces for the first time and was transferred to the Standing Committee of the Zhejiang Provincial Party Committee and Minister of Organization.
