According to the official resume, Liu Xin was born in January 1965 in Xi'an, Shaanxi.He majored in automatic control in the third department of Taiyuan Institute of Mechanical Engineering as an undergraduate. After graduating in 1987, he joined the Department of Electronic Engineering of Harbin Ship Engineering Institute (predecessor of Harbin Engineering University) as a teacher.
