An update on the official website of the State Sports General Administration shows that the deputy leadership of the bureau has three entries and one exit.The three new deputy directors are: Yang Ning, former member of the Standing Committee of the Yunnan Provincial Party Committee and Minister of the United Front Work; Li Jianming, head of the Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection and the State Supervision Committee in the General Administration of Sports;Zhao Yong stepped down as deputy director of the State Sports General Administration.

This is another change in the deputy leadership of the State Sports General Administration after Cai Zhenhua was transferred to the vice chairman and secretary of the Secretariat of the All-China Federation of Trade Unions in September.

At present, the State Sports General Administration has one principal and five deputy directors, the director Gou Zhongwen, and five deputy directors Gao Zhidan, Yang Ning, Li Yingchuan, Li Jianming, and Du Zhaocai.Among them, Gao Zhidan is in charge of winter event training, sports science and technology work, etc.; Li Yingchuan is in charge of ball game training, sports technology, anti-doping work, etc., and concurrently serves as the director of the anti-doping center; Li Jianming is in charge of discipline inspection and is in charge of the discipline inspection team stationed in the State Sports General Administration;In charge of the Chinese Football Association.Yang Ning's division of labor is to be announced.

Yang Ning, an alternate member of the 19th Central Committee, is 54 years old (born in December 1963), a native of Bai nationality and a native of Dali. Before that, she was the only female member of the Standing Committee of the Yunnan Provincial Party Committee.She is the first female deputy director of the State Sports General Administration in nine years after Hu Jiayan (the deputy director of the State Sports General Administration from 2005 to 2009, and the head of the discipline inspection team of the Central Commission for Discipline Inspection at the State Sports General Administration).

Yang Ning served as Secretary of the Qujing District Committee of the Communist Youth League, Vice Chairman of the Yunnan Provincial Women's Federation, Minister of Publicity of the Kunming Municipal Party Committee, and Deputy Secretary of the Chuxiong Prefecture Party Committee. At the end of 2009, he served as the Deputy Director of the Yunnan Provincial Sports Bureau.

In the past four years, Yang Ning has assumed a new role every year: in 2015, he served as the governor of his hometown Dali Prefecture, and in 2016 as the Secretary of the Dali Prefecture Party Committee. In December of the same year, he was elected as a member of the Standing Committee of the Yunnan Provincial Party Committee.He has been transferred to Beijing so far.

Yang Ning has served as the director of the Yunnan Sports Bureau for nearly five years, during which time he encountered a zero-point diving incident.In 2011, there were a large number of zero points in the tandem competition of the Yunnan Provincial Diving Championship, and referees whispered, slept, and played with mobile phones. Some media investigations said that the referee team was composed of drivers and aerobics teachers.Afterwards, Yang Ning, the director of Yunnan Sports Bureau at the time, responded to Xinhua News Agency, saying that some functional departments and working methods do have shortcomings. In the future, they will definitely sort out the competition rules, train the referee team, and improve the talent structure.

Similar to Yang Ning, Li Jianming had experience in sports system management and served as the director of the Hubei Provincial Sports Bureau from 2006 to 2010.55-year-old Li Jianming (born in January 1963) is a native of Wuhan, Hubei. In August 2017, he was transferred from Enshi State Party Committee Secretary to State Sports General Administration Disciplinary Inspection Team Leader. He is not only the first Enshi State Party Secretary to be directly promoted to a central department in recent years.It is also relatively rare that the head of the prefecture-level administrative region is directly promoted to the head of the discipline inspection team of the central department.

Du Zhaocai is 58 years old (born in March 1960). He has been the director of the Track and Field Sports Management Center for more than eight years since 2009. In June 2017, he was appointed as the assistant to the director of the General Administration of Sport of China. In the same month, he succeeded Yu Hongchen as the party secretary of the Chinese Football Association.
