According to news from Inner Mongolia Changan.com on October 11, the Inner Mongolia Autonomous Region Party Committee has decided: Luo Yonggang will be the Secretary of the Political and Legal Committee of the Autonomous Region Party Committee; Li Jia will no longer be the Secretary of the Political and Legal Committee of the Autonomous Region Party Committee.

There is a precedent for the secretary general of the provincial party committee to be the secretary of the political and legal committee.Shang Liguang, the current secretary of the Political and Legal Committee of the Shanxi Provincial Party Committee, was previously the Secretary-General of the Hebei Provincial Party Committee.

Luo Yonggang is 52 years old (born in September 1966), from Shuozhou, Shanxi Province, and has been in politics for a long time in Inner Mongolia.He worked in colleges and universities for 16 years. At the age of 35, he was transferred to be the deputy secretary of the Youth League Committee of the Autonomous Region and embarked on a career. He was a member of the 15th Central Committee of the Communist Youth League.Director of the Safety Supervision Bureau of the Autonomous Region, served as Secretary of the Tongliao Municipal Party Committee in 2015.In November 2016, when the Party Committee of the autonomous region was re-elected, Luo Yonggang was newly elected as a member of the Standing Committee, and later changed to Secretary-General of the Party Committee. At the age of 50, he was promoted to the deputy provincial level.

Since 2018, political and legal committee secretaries in five provinces have been adjusted, including Yu Hongqiu from Henan, Zhang Yunsheng from Ningxia, Yinbai from Qinghai, Liu Xingtai from Hainan, and Luo Yonggang from Inner Mongolia.The secretaries of the political and legal committees of Shaanxi, Gansu, and Guizhou are temporarily vacant.

The secretaries of the political and legal committees of provincial party committees are mostly concurrently held by the standing committee members of the party committees.At present, Yu Hongqiu, deputy secretary of the Henan Provincial Party Committee, and Zhu Hailun, deputy secretary of the Xinjiang Autonomous Region Party Committee, both concurrently serve as the secretary of the political and legal committee of the party committee of their respective provinces.

Among the current 28 secretaries of the political and legal committees of the provincial party committees, more than half were transferred from the deputy positions of the provincial government, and many were transferred from the secretary of the prefecture-level municipal party committee and the secretary-general of the provincial party committee. One was appointed concurrently by the deputy secretary of the provincial party committee (Zhu Hailun in Xinjiang), one was transferred from the chief prosecutor of the provincial procuratorate (Ji Bai in Qinghai), one was transferred from the head of the United Front Work Department of the provincial party committee (Zhang Yunsheng in Ningxia), and one was transferred from the provincial party committeeThe secretary of the Political and Legal Committee was transferred across provinces in the same post (Li Wenwen from Liaoning), and one was transferred from the secretary general of the provincial government (Wang Xiangxi from Hubei).
