Zhang Shiming, born in June 1952, is a native of Shunping, Hebei Province. He has served as the head of several committees and bureaus of the Shenzhen Municipal Government.In 2010, Zhang Shiming served as the secretary-general of the Standing Committee of the Shenzhen Municipal People's Congress and retired in this position.
On August 16, 2016, investigators from the People's Procuratorate of Zhongshan City, Guangdong Province brought Zhang Shiming back to Shenzhen Bao'an Airport for investigation, and implemented compulsory measures of residential surveillance at his designated residence the next day.
