At 17:30 pm on August 7, the Central Commission for Discipline Inspection announced that Chen Zhifeng, the former deputy mayor of Tianjin, was placed on probation by the party for two years, and his retirement benefits were determined at the deputy department level.

Chen Zhifeng served as the deputy mayor of Tianjin more than ten years ago (2003-2008), but he still did not escape punishment. He became the first ministerial-level official to be demoted after the 19th National Congress of the Communist Party of China.According to the official report, recently, with the approval of the Central Committee of the Communist Party of China, the Commission for Discipline Inspection of the Central Committee of the Communist Party of China filed a case for review of Chen Zhifeng, the former deputy mayor of Tianjin, for serious violations of discipline.

The report still referred to Chen Zhifeng as a comrade. His problem is that after the 18th National Congress of the Communist Party of China, he still played golf in violation of regulations many times; violated work discipline, made decisions and approved projects in violation of regulations, resulting in huge losses of state-owned rights and interests.

In his early years, he was a model worker in Tianjin

Chen Zhifeng, born in March 1950, 68 years old this year, is a native of Tianjin.According to public information, from 1968 to 1972, Chen Zhifeng joined the Ulanqab League in the Inner Mongolia Autonomous Region, and later joined the army.

Since 1977, he has successively served as Office Secretary, Deputy Chief of Planning Section, Deputy Manager, Acting Manager, Manager, Secretary of the Party Committee of Tianjin Water Supply Engineering Company, and Vice Chairman of the Municipal Youth Federation.

He also received many honors in his early years.

Such as Tianjin City Model Worker in 1984; one of the first ten national outstanding young entrepreneurs in 1985; Tianjin Excellent Party Member in 1986; National Excellent Construction Industry Entrepreneur in 1989; Tianjin Excellent Entrepreneur in 1990; National Construction Enterprise in 1991Outstanding Entrepreneur; 1996 Director of National Excellent Construction Committee for Urban Environmental Comprehensive Improvement.

Zeng and Huang Xingguo were colleagues, and Chen Zhifeng served as the secretary-general of the Tianjin Municipal Government and the deputy mayor of Tianjin. From July 1998 to January 2003, he worked as Deputy Secretary-General of the Tianjin Municipal Government for nearly five years, during which he served as the director of the Municipal Planning and Design Administration (Municipal Land Administration) and the director of the Municipal Planning and Land Resources Bureau.

After leaving the position of Deputy Secretary-General of the Tianjin Municipal Government, he became the Deputy Mayor of Tianjin. In the report of the Central Commission for Discipline Inspection, Chen Zhifeng's identity is the former deputy mayor of Tianjin.

He served as the deputy mayor from 2003 to 2008. After working in the position of deputy mayor for 5 years, in January 2008, when he was less than 58 years old, he was transferred to the vice chairman of Tianjin CPPCC and retired in 2013.One detail is that during his tenure as deputy mayor, Chen Zhifeng also had a famous colleague, the later Tianjin Tiger Huang Xingguo.

In November 2003, Huang Xingguo served as a member of the Standing Committee of the Zhejiang Provincial Party Committee and secretary of the Ningbo Municipal Party Committee. He went up to Tianjin to serve as the deputy secretary of the Tianjin Municipal Party Committee and deputy mayor. In December 2007, he was appointed as the acting mayor of Tianjin.

After retiring, he became an old comrade in Tianjin

After retiring, Chen Zhifeng became an old comrade. According to Tianjin Daily, when the Spring Festival approached in January 2017, the secretary of the Tianjin Municipal Party Committee and the mayor visited a group of old comrades at the municipal level, and Chen Zhifeng was among them.

According to the report, he has two main questions:

  • After the 18th National Congress of the Communist Party of China, he still played golf in violation of the regulations many times

  • Violation of work discipline, illegal decision-making, and approval of projects, resulting in huge losses of state-owned rights and interests

It is not uncommon for the first golfer to be the first to play golf, but there is an important time point here after the 18th National Congress of the Communist Party of China, that is to say, after he stepped down as the vice mayor of Tianjin.

Another problem Chen involved was illegal decision-making and approval of projects, resulting in huge losses of state-owned rights and interests.Zheng Zhijun noticed that during his tenure as deputy mayor, Chen Zhifeng was mainly in charge of basic construction, urban and rural planning, construction and management, city appearance, environmental protection, and civil air defense.

According to the report, he was placed on party probation for two years, and his retirement benefits were determined at the deputy department level.

According to the Communist Party of China's regulations on disciplinary action, the punishment of party probation is divided into one-year party probation and two-year party probation.

During the period of party probation and punishment, party members have no right to vote, vote or be elected.

During the period of party probation, if there is indeed a sign of repentance, their party membership rights will be restored after the expiration of the period; if they persist in not correcting or discover other disciplinary violations that should be punished by the party, they shall be expelled from the party.

Party members who have been punished for probation within the Party shall not hold positions within the Party or recommend to non-Party organizations to hold positions that are equivalent to or higher than their original positions within two years after their rights as party members are restored.

Retirement benefits for veteran cadres

Chen Zhifeng's retirement benefits have also changed - his retirement benefits are determined at the deputy department level. It is worth mentioning that retirement benefits are divided into living benefits and political benefits.

The living benefits of civil servants after retirement mainly refer to pensions. If they are officials above the provincial and ministerial level, they will also enjoy benefits such as babysitting fees, drivers’ cars, hospitalization and single rooms for a certain period of time. Political benefits mainly depend on the documents of the corresponding level. For a certain period of time, continue to be appointed as a secretary and retain an office, etc.

Living benefits are relatively easy to understand, while political benefits generally include political theory studies. For example, there have been media reports that veteran cadres listened to a leader of the Xi’an Municipal Government explain the city’s national economic performance, which is a reflection of political benefits.

Chen Zhifeng is not the first official to be investigated after retirement.

Previously, Zhao Shaolin, former member of the Standing Committee and Secretary-General of the Jiangsu Provincial Party Committee, was investigated after 8 years of retirement; Tan Liqun, the former deputy director of the Guangzhou Land and Housing Management Bureau, had retired for 11 years when he was notified of the investigation in April 2014.

Back to Tianjin.

After the 18th National Congress of the Communist Party of China, at least 5 provincial and ministerial officials in Tianjin have had accidents. The first 4 are:

  • Wu Changshun, former vice-chairman of the Tianjin Municipal Political Consultative Conference and former director of the Municipal Public Security Bureau: In May 2017, he was sentenced to death with a reprieve and life imprisonment without commutation for crimes of corruption, bribery, embezzlement, unit bribery, abuse of power, and bending the law for personal gain, Parole.

  • Yin Hailin, the former deputy mayor of Tianjin: expelled from the party in January 2017, and downgraded to a non-leading position at the deputy director level

  • Huang Xingguo, former acting secretary and mayor of Tianjin: Sentenced to 12 years in prison for accepting bribes in September 2017

Now, there is one more person on the list.
