According to news from Hubei Daily, on the afternoon of the 20th, Wuhan held a city-wide meeting of leading cadres, announcing the decision of the central government: Ma Guoqiang was appointed secretary of the Wuhan Municipal Party Committee.
Zhang Shuofu is another secretary of the Guangzhou Municipal Party Committee who was airborne after succeeding Xuefeng.Ren Xuefeng, an alternate member of the 19th Central Committee, had been in charge of Guangzhou for four years.In August 2014, Ren Xuefeng, the then deputy mayor of Tianjin, succeeded Wan Qingliang, who was sacked in June of that year, as a member of the Standing Committee of the Guangdong Provincial Party Committee and secretary of the Guangzhou Municipal Party Committee.

The 53-year-old Zhang Shuofu (born in August 1965), a member of the 19th Central Commission for Discipline Inspection, is a local cadre who grew up in Hunan. Since 2015, he has had three inter-provincial exchanges, working successively in Yunnan, Beijing, and Guangdong.
Zhang Shuofu has been dealing with water conservancy until the age of 42.He studied in Wuhan Institute of Water Conservancy and Electric Power for seven years, and then entered the Hunan Provincial Water Conservancy and Hydropower Department. After serving as the deputy secretary of the Yiyang Municipal Party Committee for a short time, he was appointed as the director of the Hunan Provincial Water Conservancy Department at the end of 2006.During this period, Zhang Shuofu spent seven years studying on the job at Hunan University, majoring in Environmental Science and Engineering, and obtained a doctorate in engineering.
At the beginning of 2009, 43-year-old Zhang Shuofu was elected deputy secretary of the Loudi Municipal Party Committee and mayor, becoming the youngest prefecture-level mayor in Hunan at that time; two years later, he was transferred to the secretary of the Yongzhou Municipal Party Committee.At the beginning of 2013, 47-year-old Zhang Shuofu was elected vice-governor of Hunan Province. He was promoted to vice-provincial level and became the youngest member of the leadership of the Hunan provincial government at that time. In April 2015, Zhang Shuofu succeeded Xin Weiguang, the head of the Disciplinary Inspection Team of the Central Commission for Discipline Inspection in the country, and took up his post for the first time across provinces as a member of the Standing Committee of the Yunnan Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection, becoming the youngest member of the Standing Committee of the Yunnan Provincial Party Committee.
During his tenure in Yunnan, Zhang Shuofu promoted the establishment of the provincial discipline inspection expert database and issued letters of appointment to the experts.The expert pool is composed of 53 experts from the fields of finance, finance, auditing, and justice. The Yunnan Provincial Commission for Discipline Inspection consults experts to intervene in relevant work and provide consulting opinions according to work needs.
As the leader of the Anti-corruption Coordination Group of the Yunnan Provincial Party Committee, Zhang Shuofu also held several meetings to deploy red notice personnel to chase and flee.In October 2016, under the coordination of the Yunnan Provincial Escape Pursuit Office, Zhang Dawei, one of the 100 Red Notice personnel who fled to the United States in 2013, returned to China and surrendered himself.
In January 2017, shortly after the change of the Yunnan Provincial Party Committee, Li Shulei, Zhang Shuofu's inter-provincial successor, was appointed as a member of the Standing Committee of the Beijing Municipal Party Committee and Secretary of the Municipal Commission for Discipline Inspection.In the same month, in Beijing, a pilot province for the reform of the supervision system, Zhang Shuofu was elected by the Municipal People's Congress as the first director of the supervision committee.
At the end of 2017, Zhang Shuofu was a guest on the website of the Central Commission for Discipline Inspection and Supervision to introduce Beijing's experience.He said that Beijing has listed the pilot reform of the supervisory system as the No. 1 reform project.Since 2017, Beijing has dealt with 8,686 person-times using four methods of supervision and discipline enforcement, a year-on-year increase of 51.8%; 31 fugitives were recovered, twice that of 2016; the two measures were replaced by detention, and 57 people were detained and transferred to the procuratorate41 people, the court completed sentencing 8 people, the average case time was 64.3 days, a year-on-year shortening of 14.4 days.
There is a precedent for the secretary of the provincial discipline inspection committee to be transferred to the secretary of the municipal party committee of a provincial capital city.In 2016, Ni Yuefeng, then member of the Standing Committee of the Fujian Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection, was transferred to be Secretary of the Fuzhou Municipal Party Committee; in 2017, Xu Hairong, then member of the Standing Committee of the Xinjiang Autonomous Region Party Committee and Secretary of the Autonomous Region Discipline Inspection Commission, was transferred to be Secretary of the Urumqi Municipal Party Committee.
Unlike Zhang Shuofu, Ma Guoqiang has not been transferred from a corporate executive to a political post for a long time.Ma Guoqiang has work experience in both Baosteel and Wuhan Iron and Steel. He is 54 years old (born in November 1963), a native of Dingzhou, Hebei, and Hui nationality.He worked in Baosteel for a long time in his early years, and successively served as the head of the planning and finance department of Baosteel Group Corporation, deputy general manager, chief accountant and general manager of Baosteel Co., Ltd.In July 2013, Ma Guoqiang was transferred from the position of general manager of Baosteel Co., Ltd. to Wuhan Iron and Steel Group as the general manager of the group. In June 2015, he was promoted to the chairman of Wuhan Iron and Steel Group.
In June 2016, Baosteel Co., Ltd. and Wuhan Iron and Steel Co., Ltd. announced the joint reorganization of the two iron and steel companies at the group level. After the reorganization, Baowu Group became the largest iron and steel enterprise in China.In October of the same year, the main members of the leadership team of Baowu Group were determined. Ma Guoqiang was appointed as the chairman and secretary of the party committee of Baowu Group, and Chen Derong, the former general manager of Baosteel Group Co., Ltd., was appointed as the general manager of Baowu Group.At the 19th National Congress of the Communist Party of China in October 2017, Ma Guoqiang was elected as an alternate member of the Central Committee.
