The 54-year-old Kou Fang (born in October 1963) is a native of Xi'an, Shaanxi Province. He has served in the political and legal system of Shaanxi Province for more than 31 years. At the end of 2016, he was appointed as the head of the High Court of Jilin Province for the first time.During his stay in Shaanxi, Kou Fang served as the director of the Provincial Procuratorate Office, the chief prosecutor of the Weinan City Procuratorate, the deputy chief prosecutor of the Provincial Procuratorate, and the deputy secretary of the Political and Legal Committee of the Provincial Party Committee.In November 2016, he succeeded Wang Changsong (currently a member of the Standing Committee of the Heilongjiang Provincial Party Committee, Secretary of the Provincial Commission for Discipline Inspection, and Director of the Provincial Supervisory Committee) and was transferred to act as the acting president of the Jilin Provincial High Court.
