Zhang Zhixian is 63 years old this year and has been in politics for 26 years. He has been in charge of cooperation with China as the chairman of the Singapore-China Joint Bilateral Cooperation Committee (JCBC) for seven years.

When the Singapore-China Social Governance High-Level Forum was held in Singapore and Beijing in 2016 and 2014, Zhang Zhixian and Meng Jianzhu, then secretary of the Central Political and Legal Committee, both delivered keynote speeches at the opening ceremony of the forum.

After Meng Jianzhu retired last year, Guo Shengkun took over his post.
