Unlike other provincial and ministerial tigers who fell after the 18th National Congress of the Communist Party of China, Tong Mingqian was special. He was sentenced for dereliction of duty in the Hengyang election bribery case, and his crime did not involve corruption.

As we all know, the Hengyang election bribery case that occurred at the end of 2012 and the beginning of 2013 was a typical case of canvassing and bribery during the election period, which once aroused the anger of the central leadership.

In August 2014, the Beijing No. 2 Intermediate Court sentenced Tong Mingqian to five years in prison for the crime of dereliction of duty.The verdict stated: Tong Mingqian was seriously irresponsible and did not perform his duties correctly, resulting in the widespread spread of bribery in the provincial people's congress election, causing particularly heavy losses to the interests of the country and the people, and causing extremely bad influence in society.The crime of dereliction of duty, and the circumstances are particularly serious, should be punished according to law.

According to the public resume, Tong Mingqian was born in June 1958 and is just over 60 years old. He is from Changsha, Hunan, and has a postgraduate degree from the Central Party School.In the early days of his official career, he worked as a porter in the workshop at the 852 Farm in Heilongjiang, and as a workshop education officer and deputy secretary of the Youth League Committee in the lining of the Lianyuan Iron and Steel Plant in Hunan Province.He joined the Communist Youth League system in 1984, and served successively as deputy secretary of the Loudi Prefectural Committee of the Communist Youth League of Hunan Province and director of the Propaganda Department of the Hunan Provincial Committee of the Communist Youth League. In 1997, Tong Mingqian left the Communist Youth League and was transferred to the head of the Organization Department of the Xiangxi Tujia and Miao Autonomous Prefecture Committee, and later served as the secretary of the state party committee.Since 2008, he has served as Secretary of the Shaoyang Municipal Party Committee in Hunan Province for four years.
