According to the new regulations, teachers with unqualified annual assessment during the appointment period can no longer renew their employment after the employment period, or reduce their position levels and adjust job employment.In addition, the school can dismiss the teachers who are not qualified to follow the organization arrangement or arrange the annual assessment of the new post in accordance with the prescribed procedures.
Except for Beijing Fengtai, the education authorities of Guiyang, Zhejiang, Ningbo, Jiangsu, Nanjing, Jiangsu have stated that they should conduct related attempts to the teacher withdrawal mechanism.According to the China Education Daily, Ningxia established a teacher withdrawal mechanism in 2011.
Chinanews.com reported that Xiong Bingqi, president of the 21st Century Education Research Institute, said that the main purpose of implementing the teacher withdrawal mechanism is to break the teacher's "iron rice bowl", prevent individual teachers from lying flat, and eliminate irresponsible teachers.
However, Xiong Bingqi also said that the teacher withdrawal mechanism should consider avoiding exacerbating the burden on the assessment of the teacher, resulting in more utilitarian basic education.
