Wang Dubo was born in August 1979 , a postgraduate, a doctor of engineering, and a member of the Communist Party of China.

Wang Dubo studied at the University of Water and Electric Power and Hydropower (formerly North China Institute of Water Resources and Electricity), and stayed in school after graduation.
