He mentioned that there have been many social chaos in Hong Kong over the past 20 years, which eventually led to anti -repair routines in 2019.The reason for this is that some people use the media, culture and art and other soft confrontation methods to incite others to hate the Chinese central government, Hong Kong Government and law enforcement officers, advocate violence, and encourage others not to abide by the law.

Deng Bingqiang said that he did not agree that most of the current behavior was attributed to soft confrontation to control the thought of Hong Kong citizens.He believes that the Hong Kong National Security Law will not affect Hong Kong residents' legitimate exercise of freedom of speech, criticize government administration or policies and decisions, nor will it affect information freedom, academic freedom, and literary creation.

He also said that laws on incitement of crimes must not suppress a legally criticism of the government according to the objective facts, and these criticisms have been excluded from the crime of incitement.
