According to public resumes, Zhang Chengzhong was born in October 1970 , former deputy general manager of Northeast Refining and Chemical Engineering Co., Ltd.Manager, Security Director and other positions.

Since then, Zhang Chengzhong has served as member of the Standing Committee of the Fuxin Municipal Party Committee and executive deputy mayor, and January 2018 as the mayor of Fuxin City , and was transferred to the Secretary of the Panjin Municipal Party Committee in January 2021.
