Public information shows that A Dong is 52 years old. He is from Hui, Liaoning Haicheng, and bachelor's degree in Liaoning Normal University. After graduating from a master's degree, he enters Peking University for a PhD.

A Dong has long worked at the China Oceanic Administration for a long time. He has served as deputy director of the Department of Management of the Sea, Deputy Director of the East China Sea Branch, and deputy chief of the China Maritime Supervision East China Sea Corps.He was transferred to Hainan in August 2016, served as Deputy Secretary of the Sansha Municipal Party Committee, and later served as Minister of Publicity and Secretary of the Municipal Commission for Discipline Inspection.In May 2017, A Dong was appointed as the mayor of Sansha City and was elected to the mayor two months later.
