Zhang Yingchun was born in November 1970, from Changsha County, Hunan.She is a cadre who has grown up in Hunan. She has worked in Changsha for a long time. In 2007, she served as the mayor of Yuhua District, Changsha City.

In 2019, Zhang Yingchun was transferred to Xiangtan and was elected as the mayor.
