The official resume shows that Zhang Jifu was born in September 1964 , from Tianjin, joined the work in September 1989, joined the Communist Party of China in March 1985, a postgraduate degree, and a PhD in engineering.

In 1989, after graduating from a master's degree in the storage and processing of agricultural products at Beijing Agricultural University, Zhang Jifu entered the work of foreign trade import and export companies in Beijing. In 2001, he was transferred to the Deputy Director of the Beijing Investment Service Center.(Beijing Foreign Investment Service Center) Deputy Director, in 2006 as the director and deputy secretary of the party committee.

In 2010, Zhang Jifu served as the head of Pinggu District, Beijing, and in 2013 as the secretary of the Pinggu District Committee.In July 2015, Zhang Jifu first across the province and was transferred to the Secretary of the Datong Municipal Party Committee of Shanxi. In the Shanxi Provincial Party Committee in November 2016, he was elected as a member of the Standing Committee of the Shanxi Provincial Party Committee.

On the afternoon of October 29 this year, the 12th Committee of the Communist Party of China Shanxi Province held the first plenary meeting to elected the new provincial party committee secretary, deputy secretary and standing committee member.Lin Wu was elected as the secretary of the Provincial Party Committee. Blue Buddha An and Shang Liguang were elected as the Deputy Secretary of the Provincial Party Committee. Other members of the Standing Committee include: Wang Yongjun, Xu Guangguo, Zhang Jifu , Chen Anli (female), Li Fengqi, Wu Wei, Lu Dongliang, Wei Tao (Zhuang) , Zheng Liansheng.

On November 2, Lu Dongliang was appointed as Secretary of the Datong Municipal Party Committee, and Zhang Jifu no longer served.Later reports show that Zhang Jifu has served as Deputy Secretary of the Party Group of the Shanxi Provincial Government.

The former member of the Standing Committee of the Shanxi Provincial Party Committee and the executive deputy governor Hu Yuting. In June this year, he was transferred to the member of the Standing Committee of the Liaoning Provincial Party Committee and the secretary of the Dalian Municipal Party Committee.

Wu Wei, who has stepped down as the deputy governor of Shanxi Province, is currently the member of the Standing Committee of the Shanxi Provincial Party Committee and the Propaganda Department of the Provincial Party Committee; Wei Tao, deputy governor of Shanxi Province, is currently the Standing Committee of the Shanxi Provincial Party Committee and Secretary of the Taiyuan Municipal Party Committee.
