According to public information, Mengxiang, 56, is a native of Baoding, Hebei. He joined the party in December 1988 and joined the work in March 1984. He studied in the Politics and Law of the Academy of Adult Education of the Capital Normal University and obtained a master's degree in law.
He was the deputy dean of the Beijing High Court, and was the director of the Executive Bureau of the Supreme People's Court in 2016.
