Zhang Jinghua was born in July 1962. He was born in Taizhou, Jiangsu. He graduated from the Department of Economic Management of Nanjing University in 1985 and entered the State Planning Commission. He returned to Jiangsu in 1987 and worked in the Provincial Planning Commission.
