Wu Cunrong was born in May 1963. He is inactive in Anhui. He studied undergraduate at the Farm Conservancy Engineering of East China Water Conservancy College (now Hohai University). He returned to Anhui after graduation and worked in the water conservancy system for many years.

In February 1997, he was transferred to Puyang County, Tongling City, and successively became the county magistrate and county party secretary.In February 1999, he returned to the Deputy Director of the Water Resources Department of Anhui Province. In July 2001, he was promoted to the head of the Provincial Department of Water Resources and secretary of the Communist Party of China.
