According to the judgment: During 2013, Gao Mou, then the head of Liaoning Branch of China Construction Shanghai Design and Research Institute, requested Xing Kai, deputy secretary of the Shenyang Municipal Party Committee to help contract construction engineering design projects.Xing Kai agreed.While serving as the deputy secretary of the Shenyang Municipal Party Committee and the deputy director of the Standing Committee of the Shenyang Municipal People's Congress, Xing Kai greeted the principals of some municipalities in Shenyang and the person in charge of some real estate enterprises in the jurisdiction of Shenyang, and contracted related contracts for the Liaoning Branch of China Architectural Shanghai Design and Research Institute Co., Ltd.81 copies, the contract amount is 22793.501548 million yuan.In order to thank Xing Kai for their help, from November 2013 to April 2015, Gao Mou gave Xing Kai a total of 5.7181 million yuan through the method of transferring to the Chinese bank card and China Merchants Bank card under the name of Xing Kai's son 8 times;From February 2018 to September 2019, Gao Mou was divided into 11 times in Shanghai, Shenyang and other places, and gave Xing Kai 6 million yuan.

During the trial, Xing Kai's defender proposed that the indictment determined that some of the facts of Xing Kai's bribery belonging to normal human relationships, and some of them received the money that did not agree in advance and did not ask for matters after leaving, and should not be included in bribery.
The court believes that there is an output of interests between Xing Kai and the bribery, and the amount involved is far more than the amount of gifts in the normal interaction between friends, and the defense opinion is not adopted.
The court proposed that Xing Kai could truthfully confess his crimes after arriving, and he could punish him lightly.On September 28, a verdict was made to accept bribes and sentenced Xing Kai to 13 years in prison and fined a fine of RMB 2 million.
