Qin Lingrong took the initiative to invest in the case in May this year, becoming the first senior official of the CCP after the founding of the Communist Party of China.He is 70 years old and is from Yongzhou, Hunan. He was born in the Communist Youth League system. He was transferred to Yunnan Province in 1999 and served as secretary of the Provincial Party Committee from 2011 to 2014.
