Meng Zhongkang was born in April 1961 and was from Zhuji, Zhejiang.He has entered the Xi'an School of Political Science, Shijiazhuang Army Command School, Nanjing University of Political Sciences from Shanghai Branch, and graduate degree in the National Defense University.In July 2012, the rank of major general was promoted.

It is reported in March 2016 that Meng Zhongkang has served as the Deputy Political Commissar of the Eastern Theater of the War District, and in May 2017, he served as the political commissar of the Jiangsu Military Region.In September this year, he no longer serves as a member of the Standing Committee of the Jiangsu Provincial Party Committee and members.

Ye Qing was born in August 1962. He was a native of the city of Hebei and the rank of major general. He used to serve as the Political Commissar of the Shanxi Jinzhong Military Division, Deputy Director of the Political Department of the Shanxi Provincial Military Region, and director of the Political Department of the 65th Group.In 2017, he was transferred to the political commissar of the Hainan Military Region.
