On May 30, the second plenary session of the Tenth Meeting of the Standing Committee of the Thirteenth National People's Congress of Qinghai Province voted in a voting manner with no name voting and decided to appoint Liu Tao as the deputy governor of the Qinghai Provincial People's Government.

Liu Tao was originally a member of the Central and State Organs Working Committee and director of the General Office. At the end of April this year, he was transferred to a member of the party group of the Qinghai Provincial Government.

This adjustment is Liu Tao's first time to work in the local area.

According to the public resume, Liu Tao was born in October 1966. He was born in Linquan, Anhui. He has worked in the Central Committee and the State Organ Commission for many years. He served as the director of the General Office at the end of 2016 until the recent adjustment.

In September 1982, Liu Tao, under 16 years old, entered the Department of Agricultural Economics of Renmin University of China.
