Luo Yonggang previously served as member of the Standing Committee and Secretary -General of the Party Committee of Inner Mongolia Autonomous Region.

According to public resumes, Luo Yonggang was born in September 1966. Before this transfer, he worked in Inner Mongolia Autonomous Region.In the early days, Luo Yonggang worked at Hohhot Health School and Inner Mongolia University.In 2002, Luo Yonggang was transferred to the deputy secretary of the Youth League Committee of the Inner Mongolia Autonomous Region by the Director of the Youth League Committee and Director of the Student Division of the School of Arts of Inner Mongolia.

In 2007, Luo Yonggang served as Deputy Mayor of Bayannaoer City. In 2010, he was transferred to Ordos City.
