He has served as the Disciplinary Inspection Group of the Communist Youth League Sichuan Provincial Party Committee.The Secretary of the Municipal Discipline Inspection Commission, since 2006, has served as Deputy Secretary and Mayor of Panzhihua Municipal Party Committee, and in 2015, he served as Secretary of the Panzhihua Municipal Party Committee.

Four months after the shooting, in May 2017, the Sichuan Provincial Party Committee and the Provincial Discipline Inspection Commission were re -elected. Zhang Ye was elected as the Deputy Secretary of the Sichuan Provincial Commission for Discipline Inspection.Zhang Ye is also a representative of the 19th National Congress of the Communist Party of China and a representative of the Twelfth National People's Congress.

After Zhang Ye raised the Provincial Discipline Inspection Commission, Li Jianqin took over as the secretary of the Panzhihua Municipal Party Committee in June 2017, and was transferred to the Secretary of the Guang'an Municipal Party Committee in July 2018.
