According to public records, Li Mingyuan, who was born in August 1965, is a native of Wuqi County, Shaanxi Province, and has been working in Shaanxi Province. He was previously the secretary of the Weinan Municipal Party Committee.
Li Mingyuan was a top student when he was a student. He graduated from Tsinghua University with a major in radio technology and information, and later received a master's degree from Xidian University. After graduating in 1991, he worked in the Communication Branch of Xi'an Huanghe Electromechanical Co., Ltd. for 4 years.Studying for a PhD at his alma mater, Xi'an University of Electronic Science and Technology.
In June 1995, he devoted himself to education and served as the deputy director of the Department of Telecommunications Engineering of Xi'an University of Posts and Telecommunications. From 1996 to 1999, he was engaged in postdoctoral research in Xi'an Jiaotong University.
In 2001, at the age of 36, Li Mingyuan transitioned into politics and became the deputy director of the Information Industry Department of Shaanxi Province. Three years later, he was transferred to the deputy secretary-general of Shaanxi Province.In February 2013, he served as Secretary of the Science and Technology Working Committee of the Shaanxi Provincial Party Committee and Director of the Provincial Science and Technology Department.
